The news is a much needed boost for BDZ who on September 2 announced that it intends to lay off a total of about 2 000 workers in order to make ends meet by the end of 2009. The total amount of the EU funding has not yet been made clear.

Georgia: Bank Launches New Partnership Strategy
The Bank’s Board of Directors discussed a new Country Partnership Strategy (CPS) with Georgia on September 10 that provides a framework for the Bank's assistance to Georgia for 2009-2012. Under the new strategy, new initiatives will support investments in transport infrastructure, reforms in social assistance and health coverage for the poor, improvements in the business environment, and strengthening of expenditure efficiency. The CPS envisages Bank Group financing of about $740-900 million over four years, underpinned by a strong program of knowledge services.

Turkey and Russia Conclude Energy Deals
ISTANBUL — Russia and Turkey concluded energy agreements on Thursday that will support Turkey’s drive to become a regional hub for fuel transshipments while helping Moscow maintain its monopoly on natural gas shipments from Asia to Europe.Turkey granted the Russian natural gas giant Gazprom use of its territorial waters in the Black Sea, under which the company wants to route its so-called South Stream pipeline to gas markets in Eastern and Southern Europe.

Results from Moldova's parliamentary elections show that pro-Western opposition parties have enough votes to unseat the ruling Communist Party, promising to open a new chapter in the country's history.
The combined opposition held a narrow lead with 50.8 percent to the Communists' 45.1 percent, with 98 percent of the vote counted. That result would give the opposition 52 seats, enough to form a government but well short of the 61 votes needed to elect a president.

Seven MEPs will be in Moldova to observe the new legislative elections due on Wednesday 29 July. Parliament's observation mission will be led by Romanian MEP Marian-Jean Marinescu (EPP).
On the eve of the poll, the MEPs will meet the main political parties competing in the election, which is a re-run of the election held on 5 April.
The EP delegation will also meet media representatives and will consult the head of the OSCE Parliamentary Assembly observation mission, the Greek parliamentarian Petros Efthymiou.
The EP delegation will hold a press conference in Chisinau on Thursday morning (date and time to be confirmed).

The European Union is close to handing Ukraine a loan package to reform the country's run-down gas sector, UPI reported Monday, citing a statement from the European Commission. Ukraine and the potential lenders are "close to agreement regarding the necessary short- and medium-term commitments by the Ukrainian authorities on reform of the Ukrainian gas sector which would make it possible for (international lenders) to prepare a package of support for Ukraine," the EC said in the statement.

Russia approved Friday the project to build highway around the entire coastal line of the Black Sea for the amount of USD 1 bln.
The Ring Highway is 7.000 km long and has vertical axis to Azerbaitzan, Serbia and Albania. Subject to the completion of its final alignment, many of its parts will coincide with sections of well known European axes.

Moldova, Sweden to hold talks on 1.5-million-euro grant
Chisinau, 21 July /MOLDPRES/ - Moldova is going to receive a grant of about 16 million Swedish crowns (about 1.5 million euros) from the Swedish International Development Cooperation Agency (SIDA). The proceeds are meant for the energy sector.
The Moldovan Cabinet of Ministers on 20 July approved the launch of negotiations on a specific agreement on the matter between the two states.
The grant will be used to draft feasibility surveys and projects of reconstructing the engineering systems of some institutions in order to continue the Energy Project II, etc.
The signing of the Moldovan-Swedish specific agreement is a precondition for the entrance into force of the additional financing agreement for the Energy Project II worth about 10 million dollars. The document was signed in March 2009.
Over the last two years, SIDA has backed the development and modernization of Moldova's energy system.

Election Day in Moldova
The Republic of Moldova on 29 July will hold new parliamentary elections. Despite the opposition leaders’ demand not to hold elections in the summer but to postpone them until the autumn, the communist authorities decided to organize the elections as soon as possible and even set them in the middle of the week, on a Wednesday.
The midweek Election Day is unusual for the Republic of Moldova, as all previous elections were on Sundays. The opposition suspects the Party of Communists changed the Election Day in an attempt to reduce voter turnout and to exclude from the electoral process young voters and those living in other countries that are mostly anticommunist.
In addition, to avoid the possibility of having the summer elections declared invalid because of not reaching the participation threshold of 50% plus one of the total registered voters; just before dissolving, the parliament reduced the condition for valid elections to a participation threshold of one third of total registered voters.

Agreed Nabucco plan
July 13 (Bloomberg) -- European countries planning a pipeline to reduce reliance on Russian natural gas meet today to seal an agreement that may help companies led by OMV AG find customers for the 7.9 billion-euro ($11 billion) project.
Officials from Turkey, Bulgaria, Romania, Hungary and Austria will gather in the Turkish capital Ankara to back the Nabucco project, which has been in planning since at least 2004. The venture has been delayed by a lack of commitments from customers, transit nations and gas suppliers.
Nabucco is intended to cut Europe’s dependence on Russian gas, helping to avoid a repeat of the cutoffs that reduced supplies to the region twice in the last three years. The link, due to send as much as 31 billion cubic meters of Caspian-region fuel a year via Turkey to Austria starting in 2014, still faces competition for gas.
The link would bypass Russia and Ukraine, helping Europe find an alternative to Moscow-based OAO Gazprom, which supplies about 25 percent of the region’s gas.
